what do the dashed lines mean?

so for example in bio,
what is the difference between a 28 and a 27?
 
Each version is "scaled" differently. A 35/40 on one exam could give you a 28 and on another a 22. All depends. That being said, some scores aren't possible to get. Even if you get one wrong, that could give you a 25/26.

Does this have to do with curving exams compared to other peoples scores on that exact test?

I'm pretty sure its curved based on the difficulty of your specific version but that curve is established ahead of time, not actively against other people taking the test.
