I am going to be a senior this year at a rather small college that is well known locally for having great academics.

I will be graduating in May with a degree in public relations and a minor in biology. I tacked on the biology minor at the beginning of my junior year and have lamented not doing it sooner every day since. I should graduate with a 3.4 overall and a 3.6 (or higher) in my minor. Also when I graduate I should have accumulated about a year of clinical experience working at HUP.

I just wanted to know what you all thought my chances of getting accepted into a PostBac program would be, if there is even a chance at all. I am confident I can do well in any program but I think my biggest obstacle is getting in to a school.

To answer your question, excellent. Your stats are fine. Are you considering an SMP? If so, with your GPA, I don't really think there is a need. Do well on the MCAT, finish up the premed stuff, and you'll be golden. IMHO, an SMP would be money wasted for you.

So IYO an SMP wouldn't be worth it? Keep in mind I will graduate with:
Bio 101
Biomedical ethics
Evolution and ecology
Plant and animal physiology
Introduction to cell bio and genetics
Chem 1 and chem 2

Will this 24 credit minor provide enough scientific background for realistic consideration into med school? If not what classes would you suggest I take to bolster my CV?

You must take physics 1/2 + lab and organic 1/2 + lab, and a college level math.

it seems like you are early on in this process.
You need to study up on the required courses for premeds.
Your GPA isn't bad, but just so/so at best for a premed.
You haven't done anything to really screw up your GPA, which is good.
I don't think you NEED a formal postbac to fix your GPA, b/c it isn't that low.
It wouldn't hurt to get yourself in that environment, though, b/c it doesn't seem like you have a lot of background or input from good premed counselors.

You need to take organic chem and physics first, which will take about a year, and then think about taking the MCAT. So we are talking about at least 1-1.5 years before you are ready to think about applying. So you have time to get your ducks in a row in terms of volunteer work and letters of recommendation.
