Confusing letter

I had applied and interviewed at City College for the Masters in MHC program. I received a letter from City College's financial aid office offering me a financial aid package for next year, but at the end of the letter it said this does mean you are being offered admission to the program. I always thought that financial aid packages were not offered until you have been accepted into a program so I found this a little odd? I don't know if anyone has ever had experience with a letter like this or what it means?
 
I've never heard such before either , did you contact them and ask?
 
I am not sure if all colleges do this but I do know that some send out financial aid letters to everyone who applied-regardless if they are accepted or not. I think they do it this way because it is easier to send out emails to everyone, rather than looking and picking out those who were accepted. Kind of cruel and unusual if you ask me. 😕

Well I did notice the letter was sent out the day after my interview their so that might be a good sign? I'm going to call them on Monday if I haven't got anything from admissions by then.
 
Definitely call. There have been times where the FA office's letter has arrived before the admissions office's letter. Kind of rare, but it's happened. Best to ask admissions whether or not they've made a decision.
 
I have had a lot of trouble getting through to the admissions office, is it okay to email the program director to see if a decision has been made?
