I need some help understanding this TPR question...

A sample of water is in equilibrium between the solid, liquid, and gaseous phases. Which of the following perturbations will result in generating only liquid water?

The answer is a) Increasing pressure

and the explanation says that decreasing the temp. results in solid water and not liquid water. How come?
Also, how come increasing pressure only results in liquid water and not solid water as well?
 
Make sure you're referring to the correct phase diagram specific to water, and then it should be more clear. At the triple point, increasing pressure gives you liquid water (predominantly).
