Consolidate/Refinance?

My student loans are all goverment issued. Most are at the fixed 6.8% as they were all from 2005-2008. Can I consolidate at a lower rate today? I thought the rate was <4%. Is this true? Thanks!

You can't consolidate at a lower rate. It is fixed at 6.8%.
