Converting to In-State Student?

Hi, I was wondering if you can convert from an out of state student to an in-state student while you are attending a school? My dream school is out of state to me and the tuition is expensive. I legitimately intend on living in said state to practice medicine after school, so I was wondering if I can make the conversion after being there and taking the necessary steps so that my tuition converts to the rate of an in state student?

Depends on the state and fulfilling certain requirements, eg Ohio & Texas: Yes, but Kentucky: No.
 
What about California? Obviously you'd have to do all the regular requirements like renting a place, paying bills there, registering your car there, yada yada, but I'm wondering if the school specifically wouldn't count it for tuition purposes. I tried googling it but couldn't really find any useful information.
