counting PGYs

i am an MD about to finish a PhD and will start a clinical fellowship, I want to know if i will be considered a PGY1 or do my 4 years of PhD count as PGY years?

How are you going to do a "clinical fellowship" without doing residency? I think I'm missing something. But in general, I would bet the answer is no.
 
Your PGY level in any GME program will reflect the number of years you have spent in clinical training activities with patient care duties. Years of PhD research don't count. Extra years taken for research during residency don't count. If you go to med school, work at a bank for 20 years, then do a residency... you are PGY-1, not PGY-20.
