Help with the fine print.

Resident in CT. Started July 2nd. Officially licensed on July 17th.

NYS Reciprocity section says :

Your employer must submit written verification, on company letterhead, of one full year (12 months on a full-time basis or the equivalent, if part-time) of licensed practice. This verification should be sent directly to the board office by your employer to: .....

Technically, I got licensed on July 17th. Does this mean I have to wait till July 17th to even get my ATT? HELP PLEASE.

Yes, I basically went through the process and figured it out on my own.
My employer had to send a letter to NYS stating I worked for them for atleast one year.
NYS actually made me RESEND a letter because despite the residency being one year long, ONE year had to physically pass to certify that it was actually completed. So i sent it in one month earlier stating at the end of my residency would be one year and that was a NO NO. So in your case, you would need your employer to send one on August 2nd/3rd to NYS stating you are one year of being licensed and working for them.
Additionally, be prepared that the process costed me about 1000-1250$. I had to pay NABP, CT BOP, and NY BOP.

Then you would get your ATT. Its a LONG process. Dealing with the NYSBOP was a nightmare. I would call 1-2 times a week to check on my status and it is three people in the entire office, and ONE person doing reciprocity applications. And (not surprisingly), every time I called, the person was NOT available due to being on break, did not come in yet, left for the day -- it was always something. After like the 5th phone call looking for her, I told the same person who kept answering the phone that "this was ridiculous" -- and she FLIPPED OUT. Instantly became extremely nasty and told me if I had an issue I should write a formal complaint and stated yelling the spelling of her name and where I can send the complaint to. I HAVE NEVER WROTE A COMPLAINT IN MY LIFE - I swear ON EVERYTHING I love. Because I understand work processes but I just wanted a straight answer after WEEKS of no update and a job offer in-limbo due to not having a license in sight.

Just be proactive, start your Electronic license transfer on NABP. Have your employer submit the paper work after Aug 2nd. Aware your next residency program. Start saving for the processes. And best of luck!
