the question is how many cubes have three of their exposed slides painted
isnt it 9?

Yeah, I see 8.. If there is a cube behind the tower in your explanation then it would be 9, if not its 8. Of course some different PAT practice tests can be connected by corners and some cant.

I see 8 too. But I have marked the block that might potentially be another cube (blue specks).
