TPR says “The current produced by a cell is directly proportional to the surface area of the cathode and the anode; it is completely independent of the chemical nature of the cell. Therefore, regardless of a cell’s voltage, the larger an electrochemical cell, the larger the output current.”

Can someone clarify what this means? Is it saying that the type of anode/cathode used makes no difference in the resulting current (after all, it says the cell’s voltage doesn’t matter)?

This is not intuitive to me at all. Why doesn’t increasing the cell voltage increase current (V = IR)?
