That sounds about right to me. I found Bootcamp QR to be more difficult than the actual DAT. After doing all the Bootcamp exams and averaging ~21, I took a couple of tests in Math Destroyer. That's another great resource and you should see yourself improve. I got a 26 on the real thing.
Also, review your exams and see what problems you get stuck on or spent too much time on. You may know how to solve a problem, but the way you approach it may be time-consuming. There are often much simpler and easier solutions, and once you learn how to solve the various question types more quickly, your speed should get better.
