The ketone reacts with Cl2 with an acid by tautomerizing into its enol form (forming an alkene). With excess Cl2, all alpha hydrogens will be replaced with CL.

In acidic conditions, you can control the amount of Cl by controlling the amount used, but in basic conditions, the reaction won't stop until all alpha hydrogens are replaced.
