On the actual exam will they give us a list of questions we can jump around to at the bottom? Say I wanna skip around on PAT and do TFE first, can I click on #16 or do I have to click next 15 times?

On the real, after you finish the last problem and review marked questions, do you then have the option of choosing whichever question you want without having to click next each time?
 
So the official way it works is you have to click to get to the end of the section. Once you reach the last question and click Next, you'll enter the Review screen, which will display each question and whether you answered it, left it incomplete, or marked it. You can click on any question and it'll take you directly to that question number, and you'll have a new button called Review which will take you back to the Review screen. At this point you can navigate through the test more easily, since you can go to the Review screen from any question and jump around. You'll also have buttons on the Review screen called Review Marked and Review Incomplete, which will allow you to go back and review all your marked questions or questions you didn't answer.

also for some sections, there will be areas where you will need to "scroll" down in order to get to the next question. This was a huge hassle for me since I did not know about this until my test day.
 
I've heard that during the tutorial the timer for the first test is starting to roll. Is that true?

The official tutorial you get its own countdown clock (like ten or fifteen minutes I forget)

At the beginning of each section (ie pat or sciences or reading) there are a couple of pages with instructions (how to do hole punching for example). The clock does roll for those. Skip them.
