Hmmm... I would guess the ER. Insulin is a hormone, so it is a protein. Proteins are made by either the ER or ribosomes, but proteins made by ribosomes are generally in cytosol. Insulin acts by binding onto a membrane and acts through the 2nd messenger system.

That would be my guess.........
