these are really good scores, yeah your gpa is low, did u graduate yet? Can you take a few easy 100level electives that could raise your gpa to like 3.3? Anyway I think admissions will really like how u improved from 2.0 to 3.8 it shows good work ethic, and perseverance and that you're not dumb.
My suggestion try to take one semester more of classes if you didn't already graduate, if you did graduate I def. think your chances of getting in are good.
O and u def. do not need to take the test again, your scores a very impressive.
