Can someone teach for Kaplan if they do not have the 90th percentile?

No.
Not to be mean but would you want to learn from someone who got below 90th percentile (~19) or someone who got in the 95th percentile or above (~23+)?
I think you would know the answer yourself if you put yourself into the students' perspectives.
