When choosing Z vs E, I realize why the four substituents outweigh one another, but I am unclear about their connectivity while existing on the appropriate side? Could someone explain why my answer is incorrect, or is this a DATqvault mistake?

I attached the question from DATqVault.

ok so take your hand and cover up the entire right side of the double bond and assign which has the higher number (which is Br) then cover the entire left side and look at the 2 and assign the highest to the substituent that contain the element with the HIGHEST number. for example f there is a oxygen, oxygen, hydrogen vs Cl hydrogen, hydrogen the Cl side has the highest config. then u look at both and see if they are on the zame side (z) or not. (both up = zame zide) = z

the answer yoiu chose has both highest substituents on opposite sides (one up, one down)
