What is the deadline to couple (assuming both parties are registered independently) for NRMP? Can you wait until ROL deadline, or does this have to be done by Nov 30?

Can be done up until the day of the ROL deadline. You can also uncouple... should anything happen in the meantime.

Although this is true, managing the linked ROL's in a couple's match is complicated, so I would make sure you have plenty of time to do it correctly. Being out-of-sync creates a catastrophe.
