CCOM didn't allow me to defer (for them you have to be physically disabled to be granted deferral). Western/COMP lets you defer if you have a good reason. I think TCOM lets you defer as well.
So it really depends on school and what the reasons are for.
I will not advise you to tell them that you will defer until you get accepted. They will most likely reject you if they know that you won't be going there.
I can't for now. I was originally planning to do so, but they didn't allow me to defer. They asked that I re-apply for class of 2010. They also told me that they won't guarentee my acceptance just because I got accepted the year before.
