What does an applicant being deferred mean? Is it a rejection?

I got the same "deferred" status from Iowa - I am pretty much counting it as a rejection.
Based on the definition of deferment I don't think you should count it as a rejection. It seems more like they're going to go through more applications first and then review your app again. Maybe you'll score an interview for the waitlist and make it in that way; it's not over 'til it's over.
