This timeline is fine, but it also seems like a very optimistic outlook on when your committee letter would be ready. I would check with your committee that this is actually a realistic timeline.

Regardless, don't take your MCAT until you are ready. If you wind up applying a little late or needing to wait a year, that is much better than getting a subpar MCAT
 
I am planning to apply this upcoming cycle, but I still have to take the MCAT. I am considering pushing back my MCAT date from April to mid-may to ensure I can get the highest score I possibly can.

However, I know it takes a month to get the score back, and I can only do my committee interview after I get the score. Thus, if I do the May 18th MCAT, I am probably looking to have my committee letter submitted around July 15th to July 20th.

My current plan would be to apply to a random school for the AMCAS primary. I also saw that people said you can receive secondaries without the recommendations submitted. I guess I'll submit those secondaries in the mean time starting in early July and just wait for the committee letter to be submitted. Would this timing put me at a disadvantage, if the only thing putting my application on hold is the submission of the letter in mid to late July?
Secondaries take a ton of time. If you're applying to a lot of schools, I wouldn't be surprised if you're not done with all of them before your committee letter is ready.
 
You're not considered "late" until August. You should be okay
