nobody needs to fill out fafsa. But if he wants stafford loans, he has to fill it out. His parents being rich won't affect his chance of stafford loans. It just means he probably won't be eligible for any need-based aid. He can totally skip the parental info if he wants. Anyone who wants to can skip parental info; there is a chance that might be passing up some free money however.
Even if his parents are going to foot the whole bill, it would still make sense for him to take out the max in subsidized stafford loans($8500). Interest free money probably shouldn't be passed up.
