in question 271 why answer is not E? in the solution sections it explain more than one of the answers. isnt promoter site the starting site of transcription?

still confused on this while doing last min prep.... when asking what the promoter site is...

shouldn't start site for DNA transcription be a possible answer?
i understand why binding site for regulatory proeteins that allow for transcription is an answer but shouldn't the other thing be true too?
