For H2O Gas to exist you would need far more heat. It states 1 atm @ 25C temp., which isn't enough heat to break the Hydrogen Bonding in the H2O.
That's why Water has such a high boiling point. Don't forget that H2O to exist as Gas must be over 100 Degrees C @ 1 atm.
