Pretty sure the Ksp values are beside that one (memorized Destroyer haha), and its the largest number significantly, thus most soluble.

PbSO4 is not soluble, but it is still more soluble than the other choices given based on their Ksp. What you need to understand here is that the higher the Ksp value, the higher the solubility.
