i've been trying to figure out why 3rd degree amine can't hydrogen bond and can't find the answer online, hope you guys can help me out. 😕 thank you.

If when you say 3rd degree you mean tertiary, it is because the amine doesnt have any hydrogens to have hydrogen bonds with. An H bond is when the negatively charged Nitrogen attaches to the positively chatged H. There is no positively charged H here thus no H bonding.
