what kind of reaction is this? what is it called? I used the C=O to see where Cl would add as a substituent cuz O grps are activating so I thought Cl would add o/p but wait isn't that o/p meta stuff just for aromatic rings?

So then how do you know where cl adds?
 
You are right this has nothing to do with aromaticity. this could have occured in a straight carbon chain as well. alpha protons of a ketone are always acidic. So you just have to know that all alpha protons (protons on carbons next to a ketone) are changed into Cl.
