Determining chirality (OChem)

I was looking at the second carbon and was wondering how you would decide with OH to go to? 1st step would be C whether you go right or left and then both would have O as the next atom since the C's are identical. Why is it S and not R?

Then you just go to the next C, and see where they differ. The left OH has a C=O which is ordered above the CH2
