So I know that it will cover all tuition+fees+approved textbooks, etc. Anyone here go to a medical school where scribe notes were availible for a fee? Did HPSP reimburse for them?

If scribe notes are a note service. No. They are not reimbursable.
 
My school offers coursepacks for each block of material we cover, which range from $20-$40 each. On the advice of the HPSP office, I asked an administrative person in our curriculum office to write up a simple letter for me about the necessity of this purchase, which also detailed the number of packets required and how they substituted for extra textbooks in many cases. I have submitted this letter each time I request reimbursement for my purchases and have had no trouble getting my requests approved by the HPSP office. If your notes are similar (necessary academic material) I would guess this plan would work for you as well.
