Different Step 2 Question

Most programs have a combined Step 1 and 2 cutoff score so the answer is yes.
 
so will a lower step 2 disqualify you from a cutoff?
 
Not necessarily. If you have a precipitous drop from Step 1 to 2, that may raise some red flags but using the original poster's scenario, a program with a cutoff of 220 combined, would still look at you with a 224 step 1 and 216 step 2.
