Difficulty in obtaining a Letter of Approval

I have asked this before in another thread but I haven't gotten a good answer, so here it is again.

My question is how difficult/easy it is to obtain an LOA in the Air Force. I understand the process, my question is how stingy the AF is with the LOA. Just for the sake of the hypothetical assume the person seeking the LOA has commissioned within the past 8 months and is currently working as an engineer with no service commitment from ROTC or any other program of the type.
