After watching everything that has happened in the south this week I'm left with two thoughts.
Disaster Plans: This disaster seems like it was tailor made for testing our disaster preparedness and having things come out looking OK. How often do you have a disaster with 4 days warning and where as much as 80% of the affected population evacuated ahead of time. I remember hurricane experts on TV saying as early as 3-4 days before the storm hit that NO was going to be, "uninhabitable" and although lots of people stayed it appears many more left.
Imagine how poorly we would do if we had to evacuate a much larger city after a terrorist attack with chemical or nuclear weapons with no advance warning and 100% of the populace to evacuate.
Disaster Drills: It appears that a hurricane drill surrounding this exact scenario (New Orleans and the surrounding area under 10-20 feet of water) was run last year and many of the problems with housing and evacuation were predicted but nothing was implemented to address those problems.
It makes me wonder if all those disaster planning meetings I've sat in and disaster drills I've participated in where just so much mutual wanking. When it actually happens nothing you've done matters and its all about luck and improvisation.
