How would you explain concisely what is TESTED on step1,2 and 3 to your family members?

I mean test objective.

I also mean their role in process of becoming doctor

Step 1: Basic Science
Step 2: Clinical Science and Clinical Skills
Step 3: Clinical Management of a Patient

Board Exam: Clinical Management of Patients in Your Specialty

I say save your breath. This is a losing battle no matter how clearly you explain it. My family nods in all the right places, but I guarantee you I'll go back for a holiday visit and get the same batch of questions I've been fielding since sophomore year of college.

It's like a driver's test except with way more medicine.

And no driving component.

Step 1: Did you learn enough in your basic sciences in order for you to be productively trained in a clinical setting?

Step 2: Do you know enough clinical medicine for us to put "M.D." after your name and allow you to practice medicine under supervision?

Step 3: Have you learned enough to be allowed to practice medicine without supervision?

It's pretty simple.
