I'm pre-med finishing my senior year of Undergrad. Here is my cGPA: 2.8, sGPA: 2.6. I have a very weird academic history of overcoming lifelong addiction, and was given a "Holy Mary" of acceptances to a top uni as part of an opportunity program (I am URM). At this school, I had to learn how to study (never done it before), time management, socialize, overcome addiction, manage my mental disorders and most importantly, learning my limits. My peers were very smart, and the school had great services so I only have them to thank for my upward trend Here is my grade breakdown/

Fresh1:1.5
Fresh2: 2.0,
Soph1: 2.5
Soph2: 2.9
Jun1: 3.1
Jun2: --- (Semester Withdrawal, Reason: Medical)
Sen1: 4.0
Sen2: (In Progress)

I can't apply to Medical School now with this GPA, I want to do a DIY Post-bacc in NYC because I don't trust myself at an SMP (too much risk). Would it be frowned upon if I took a DIY Post-Bacc at a cheaper, much less competitive 4-year school (CUNY City College)? If not, would this and two more semesters of ~3.7+ be enough before I apply to Medical School? What about summer classes, are those recommended/frowned-upon for DIY Post-Baccs?

Not frowned upon to go to a cheaper school. What will your cGPA and sGPA be after 3 semesters of 3.7+?

That's a good plan. Shoot for 4.0 for the rest, make sure your ECs are in order, do well on the MCAT and you should be good. Avoid mentioning the addiction/mental illness unless it is essential to your story. Even then I would likely avoid mentioning it. Still too much of a stigma, unfortunately.

@Cornfed101 Thanks for your input. What do they think about summer classes? Do they think less of them?

I've seen some adcoms on here that don't like them, but it kinda depends on how the classes are set up. I went to a school that did trimesters so the term was the exact same length and rigor. If you have the option then you can skip the Summer classes, but don't feel like it is an absolute necessity.
