Do the Adcoms at certain schools change from year to year or are they more or less consistently the same people? I'm not talking about student adcoms because obviously they do change.

Depends on the school.

Prominent administrators (deans, etc.) are likely on the committee every year. Obviously the particular people would change if the people filling the role change. Many schools utilize volunteers to read applications, do interviews, and, in some cases, serve on the admissions committee, so those people likely change from year to year.

There are new faces every season, but for the greater part, the participants are there from year to year.
