To quote the Kaplan MCAT biochem review, "Because the action [of glucagon] is on the liver and not on the adipocyte, glucagon is not considered a major fat-mobilizing hormone." Here's an article that agrees with this statement.
However, I learned in courses that Glucagon acts GPCRs on receptors on adipocytes, stimulating cAMP and indirectly activating hormone-sensitive lipase. Comparitive gene identification 58 and ATGL are also involved in this pathway. Here's an article that supports evidence that glucagon stimulates lipolysis in adipocytes.

What's the answer here?

It is not a major fat-mobilizing hormone. It has been shown to have a minor role in mobilizing triglycerides but I believe for all MCAT intents and purposes glucagon's main purpose is gluconeogenesis in the liver

It's not a direct fat metabolism hormone but when glucagon is high it means insulin is low, so fatty acid metabolism starts.
