How does certificate program matter for the Medical College admission? i.e. radiology cardiology, paramedics. Would having one those certificate stronger the chances of admission into a medical college?

Earning the certificate itself won't make a difference. If you got all As in the required coursework, that will help your application GPA to be higher. And if having the certificate leads to a job with significant patient exposure and great experiences, that will also strengthen your appeal to admissions committees.

so the experience matter rather than earning a certificate or a degree?
 
Yes, so if you can get similiar experience via shadowing, volunteering, or untrained labor, you can save the costs/time of getting the certificate.
