Do ECs count in the time period in between high school and college?

I’m an incoming freshman and I was wondering if volunteering/shadowing/research that I do over the summer before my freshman year counts and will be weighed equally to volunteering/shadowing/research that occurs during college?

I’ve heard that high school volunteering and ECs don’t matter much so I was wondering if the same is true for this in between period.

The period after HS graduation is considered to be "within the college years," so it's is fine to list activities from that interval on a med school application.
