Do I have a shot at Amgen REUs or NSF scholarships?

I'm a URM junior with a sub 3.4 GPA. I was wondering if I stand a chance at getting into an Amgen program? I can't tell if its mostly just a stats game in which case I'm already out of the running. For those accepted to an Amgen program for the summer, was there anyone in your cohort with a GPA near mine? Any insight would be greatly appreciated! For context, I really want to attend the UCSF or Kyoto Amgen programs.
