Do I Need to be licensed to sign up for ABPN?

So I'm PGY3, and I guess I will be signing up for boards in roughly 1 year. Is it true that to register for ABPN, you need a state license? I don't have a license, and wasn't planning on getting a license until I am Attending.

Thoughts?
 
Technically, you don't need a license to pay the fee to sign up for the boards, but they do say that you need to provide proof of a full, unrestricted license by July before you take it in order to be able to sit for the exam. So get your full independent license!
 
Correct: no license to sign up for an account and to register/pay for the exam but one must submit evidence for a permanent unrestricted license prior to sitting for the examination.
 
Be careful. I submitted thinking I'd have plenty of time to get my license done given that I already had a training license. Instead, due to my state's incompetence, I had to jump through multiple hoops, deal with my stuff being misfiled 3 times and ended up missing the deadling for proof of license. They refunded the 'test fee' but not the 'application fee' of 700 dollars, which I then had to pay the next year.
