Do I need to include a university in my application where I havent received a degree from?

From 2016-2019 I studied architectural engineering at a university in Dubai, It's a 5 year program and I havent really graduated or received a degree from it. In my application do I need to include it? I included it and it says I need to provide a transcript from that university and get it evaluated by WES. on the WES application it's asking for the Degree I received from the university, but I have not received anything. Also, My GPA at that school was not good (3.03 GPA) but currently in my biology degree my gpa is 3.56
