Do interviewees from every interviewer get in?

For those who have an inside scoop on admissions, could you shed some insight on the question above? Especially for the schools that have a huge admissions committee (~60 people), does at least 1 interviewee of every interviewer get accepted to maintain some sort of equality amongst the interviewers?
 
I'm assuming you're asking this question with the following scenario in mind: one particular interviewer rates everyone lower than most other interviewers (because that sort of policy might level the playing field, so to speak). But no, I have never heard of a policy like that. I know it doesn't happen at my school.
