hello, so do Navy HPSP students have to take NERB or they can choose?

The only requirement is that you are a licensed dentist in one of the 50 states. It doesn't matter how you get licensed. So, you can take any regional exam you like as long as the state you are getting licensed in accepts that regional exam scores for licensure.
