Navy HPSP INBDE reimbursement

When I registered for INBDE, I got a receipt email from JCNDE. However, HPSP told me that JCNDE is not on the authorized list for reimbursement, but on their reimbursement list, INBDE is listed as reimbursable. HPSP keeps asking for a receipt with the green ADA letterhead on it but when I emailed ADA they again sent me the receipt with blue JCNDE letterhead.

This is contradicting. Does anyone else have this issue?

I am having exactly the same issue... Someone at ADA also told me that they cannot change the JCNDE letterhead at the top.
