Depends on the school, but typically you have to be "degree-seeking".

Money and registration priority are reasons to consider a 2nd bachelors. But the financial aid for a 2nd bachelors is not enough to live on.

At my school, you got aid for 12 calendar months….but it wasn't even enough to pay for full time classes.
