Do programs have a choice regarding downloads?

Can programs only download documents from the ERAS post office that belong only to specific applicants? Or do they just open the inbox and all the updates (from all applicants who have applied to that program) go through?

all documents go through, whether they want it or not.

They all get downloaded but programs can filter which apps they see six ways from Sunday. Anything that gets ignored on a certain filter is still there if they then filter in a different way. Downloaded != viewed.
