Do programs hold on to your application if incomplete?

If all you have on your application so far is your step I score and one LOR, will a program download and hold on to the app waiting for more info, or is there a chance they will just toss it away? If the latter is true, then is it better to wait until you have everything done, including step 2 scores, before submitting?

You are correct. Programs will simply hold onto your application until it is "complete". Each program defines exactly what "complete" is.
