Do programs screen apps before dl'ing them

So I had a question, like many of the people applying this year i check my ERAS a couple of times a day to see who has dl'd my app....

the question I have is, after the programs get part of your app, do they review it and decide to dl more of ur documents as they become available...or do they just press download and get all the documents from everyone that applies??

cause there are some programs that have only dl'd half the available material and not the rest as they have become available...

anyone care to shed some light on this for me?
