Do schools review applications before the LOR are received?

Hello!

Just wondering if schools will start reviewing my applications before the LORs are received if my application is verified, scores are in, etc.

Or, if I have 3/4 LORs in but the 4th one is an extra LOR, is my application technically still considered "incomplete?"

Depends on the school, our school doesn't view letters of rec until individuals have been invited for an interview. Then they are valued and either help or hurt individuals who have been interviewed.
