Do some psych residency programs have cut-offs for Step 1?

I did not do to hot on Step 1 (208) but am studying to get at least a 230 on Step 2. I am worried that some programs (Stanford, UCSF, etc) may not even look at my app bc of my Step 1 score. I plan on doing an away at one of these schools and am hoping its not a waste because of my ghastly Step 1 score. Anyone have any ideas? Thanks.
 
Scores matter, but they're not set in stone. For me: Step 1 was below average, Step 2 was well above average. Out of the "top programs," I applied to but did not receive interviews from Stanford, Penn, Cornell, NYU, and Northwestern. I did receive interview offers from MGH/McLean, Harvard Longwood, Cambridge, Yale, Brown, Columbia, Johns Hopkins, Duke, UNC, U of Michigan, Mayo, U of Washington, UCSF. So, in short: I think a strong Step 2 can make up for a mediocre Step 1 (although average Step 1 score for psych applicants is a 208, right?). But don't discount the rest of the application and especially the personal statement. There are a lot of variables in psychiatry application selection.

Some programs like Meninger/Baylor have cut offs published online for international medical graduates.
